investment advice to TEC for 2025

We want to see investment growth in the following qualifications/credentials:

  • Introduction to Infrastructure Works micro-credential (level 2)
  • New Zealand Certificate in Infrastructure Works (levels 2 and 3)
  • New Zealand Certificate Infrastructure Works Plant Operation (level 3)
  • New Zealand Civil Infrastructure Bulk Earthworks (level 3)
  • New Zealand Certificate Infrastructure Works (Level 4) (Civil) with strands in Earthworks, Road Construction, Road Maintenance
  • New Zealand Certificate in Infrastructure Works (Bitumen Surfacing Construction) (Level 4)
  • New Zealand Certificate in Piling (Level 4)
  • New Zealand Certificate in Infrastructure Works (Single Site Supervision) (Level 4)
  • New Zealand Certificate in Infrastructure Works (Pipeline Construction and Maintenance) (Level 4) with strands in Drinking-Water, Stormwater and Wastewater, and Trenchless Technologies

We recommend a change in investment for the following qualifications/credentials:

  • New Zealand Certificate in Water Treatment (Small Scale Systems) (Level 3) with strands in Drinking-water, and Wastewater
  • New Zealand Certificate in Drinking-water Treatment (Level 4)
  • New Zealand Diploma in Drinking-water Treatment (Level 5)
  • New Zealand Certificate in Wastewater Treatment (Level 4) with optional strand in Multistage Processes
  • New Zealand Diploma in Wastewater Treatment (Level 5)
  • New Zealand Certificate in On-site Wastewater Management Systems Design (Level 4)

We want TEC to consider new providers for the New Zealand Certificate in Business (Introduction to Team Leadership) (Level 3)

We want to see TEC investment in the following new qualifications/credentials:

  • Reticulated Gas Certificate of Competence (CoC) framework – 17 micro-credentials to be developed.

  • Electrical Supply Qualification Reviews.
  • Establishment of 10 Water Entities.
  • The New Zealand Trade & Industrial Waters Forum (NZTIWF) is looking into what a training programme could look like.
  • The progress of our Māori (and Pacific) workforce development plan, which is currently in its ‘insights gathering’ phase.
  • Supervisory skills for construction and infrastructure.
  • Pastoral care and mentorship of work-based learners.
  • Cultural competency and identity.
  • Equity – we want to work with TEOs to focus on specific areas of achieving system-wide equity.
  • Zero carbon – We want to work with partners and industry on this.
  • We want to work with industry to identify sector models that enhance sector leadership capability, particularly on-site leadership.
  • We want to work with industry partners to develop fit-for-purpose programmes to support the delivery of our Trades Essentials micro-credential.
  • We would like to explore the delivery of degree apprenticeships that enable learners to gain a full undergraduate or master’s degree while at work.
