Temporary Traffic Management Credentials Framework – what it means for providers

The Temporary Traffic Management (TTM) sector has developed a TTM Credentials Framework to reflect the requirements of New Zealand’s new risk-based approach to TTM. This framework has been consulted on and agreed to across the TTM sector and is reflected throughout the New Zealand Guide to Temporary Traffic Management (NZGTTM).

The TTM Credentials Framework is founded on the NZ Qualifications and Credentials Framework. This will mean a move away from the Code of practice for temporary traffic management (CoPTTM) training and warrant system administered by NZ Transport Agency Waka Kotahi.

The TMO and STMS warrant system will end on 1 November 2024.  TMO and STMS warrants will be replaced by awarding unit standards, or skill standards as they become available.

Changes to pre-moderation and assessor approval requirements

  • A registered provider who has consent to assess for TTM unit standards may develop their own learning and assessment resources. The assessment resource must be pre-assessment moderated by Waihanga Ara Rau prior to use.
  • A registered provider does not need their assessor approved by Waka Kotahi or Connexis, but any assessor must hold US4098 and the TTM unit standards they are assessing against.

Planned expiry of US 31957-63 and interim determinations for current versions

  • US 31957-63 will be expired as part of the skill standard development. The last date of assessment for these standards is expected to be 31 December 2026. This gives providers up to two years to move to the risk-based approach reflected in new TTM skill standards.
  • The following references will be removed when the standards are reviewed and set to expire:
    • Assessment for this unit standard must use the Waka Kotahi NZ Transport Agency and Connexis approved assessments and Assessors.
    • Mention of CoPTTM in unit standard outcomes.
  • For any other versions of the standards these references can be ignored by providers and assessors as they are no longer applicable from 1 November.
  • Providers can decide whether to update any current learning or assessment resources to reflect the above changes. If changes to the assessment resource are restricted to the removal of the CoPTTM reference, and the outcome of the assessment still meets the unit standard requirements, there is no need to have the revised resource pre-assessment moderated by Waihanga Ara Rau. However, there is still an expectation the provider will internally pre-assessment moderate the changed resource before use.

New unit standards, skill standards and micro-credentials

  • Level 4 US 33252, 33253, 33254 were developed in 2023.
  • The TTM Design micro-credential (based around US 33254) replaces the TTM Planner warrant. The TTM Risk Assessment micro-credential (based around US 33352-3) recognises key skills required for the new risk-based approach. Education Providers are currently developing their training and assessment materials for this micro-credential.
  • New skill standards at Level 3 and 4 are in the final stages of development and align with new TTM industry requirements.
  • TTM Programme Guidance Documents will be released by Waihanga Ara Rau once new skill standards are available. These provide additional context to support programme development by providers.
