Changes to Consent and Moderation: what’s new in 2025

Waihanga Ara Rau is responsible for the development and maintenance of Consent and Moderation Requirements (CMR) documents as a standard-setting body for Construction and Infrastructure.

During 2024, we reviewed our eleven CMR documents, and now we have one CMR approved by NZQA. This CMR now covers all unit and skill standards across the construction and infrastructure industry sectors.

CMR0120 – Version 6 replaces all previous Waihanga Ara Rau CMR documents and is effective from March 2025.

What this means

  • CMR0120-V6 will be the CMR for all Waihanga Ara Rau standards moving forward. All other Waihanga Ara Rau CMRs will be expired when they no longer contain current or expiring standards.
  • Where there are CMRs with shared responsibility, Waihanga Ara Rau will move standards to CMR0120-V6 as the standards are reviewed. This includes standards in CMR0003, 0014, 0073, 0101 and 0234.

What’s changed?

CMR0120-V6:

  • has been updated to the current NZQA CMR template, and the standards it covers are no longer specified. It covers all standards under the Waihanga Ara Rau umbrella
  • has standardised the consent to assess requirements across all construction and infrastructure sectors
  • contains criteria for teachers/tutors, verifiers, assessors, and moderators
  • has no substantive change to moderation requirements
  • has been edited for clarity and consistency.

As there has been minimal change to consent and moderation requirements, Waihanga Ara Rau CMR0008, 0025, 0048, 0175 and 0183 will not shift to the new template. Standards will be moved to CMR0120 over time.

Compliance with new requirements

Consent requirements will apply with effect from March 2025. Any new applications for consent to assess must meet the requirements of CMR0120-V6.

All current holders of consent to assess will need to meet the requirements of CMR0120-V6 going forward. As the CMR details have not changed substantially, we do not expect this to be a barrier for current consent to assess holders.
