As Waihanga Ara Rau prepares to close on 19 December 2025, applications for pre-assessment moderation, consent to assess, programme endorsement, and micro-credential support closed on 3 October 2025.
We are currently prioritising all applications to ensure we can evaluate them as quickly as possible, given our current capacity.
Once an application has been allocated, a specialist will contact you. Due to the timeframes involved, any requests for additional information must be actioned within five working days.
Any unallocated or incomplete applications will be transitioned across to either the Construction and Specialist Trades ISB, the Infrastructure ISB, or the Electrotechnology and Information Technology ISB for evaluation in 2026.

Waihanga Ara Rau is responsible for the development and maintenance of Consent and Moderation Requirements (CMR) documents as a standard-setting body for Construction and Infrastructure.
During 2024, we reviewed all of our CMR documents (11 in total). CMR0120-Version 6 has now been approved by NZQA and will eventually cover all unit and skill standards across the construction and infrastructure sectors.
CMR0120-V6 is effective from March 2025, covering those standards that are linked to it.
CMR 0120 will become the single CMR for all Waihanga Ara Rau standards and CMRs, as the CMRs are reviewed and expired. It contains the most up to date information on consent and moderation requirements. There has been no substantial change in these requirements compared to the other CMRs.
Where there are CMRs with shared responsibility, Waihanga Ara Rau will move standards to CMR0120-V6 as the standards are reviewed. This includes standards in CMR0003, 0014, 0073, 0101 and 0234.
CMR0120-V6:
As there has been minimal change to consent and moderation requirements, Waihanga Ara Rau CMR0008, 0025, 0048, 0175 and 0183 will not shift to the new template. Standards will be moved to CMR0120 over time.
From April 2025, any new applications for consent to assess will be evaluated against the requirements of CMR0120-V6.
During a year of transition for Waihanga Ara Rau, this will help to streamline the process for both Waihanga Ara Rau and providers. The application and evaluation forms have been updated to reflect this change.
As the CMR details have not changed substantially, we do not expect this to be a barrier for current consent to assess applications.
