Flooring qualifications

Review and skill standard development

Waihanga Ara Rau Construction and Infrastructure Workforce Development Council has worked with industry to review the following flooring qualifications:

  • New Zealand Certificate in Flooring Installation (Level 4) with strands in Bonded Carpet, Conventional Carpet, Commercial Resilient Flooring, and Residential Resilient Flooring [Ref: 4296]
  • New Zealand Certificate in Flooring Planning and Design (Level 4) with optional strands in Estimation, and Site Assessment [Ref: 4297]
  • New Zealand Certificate in Flooring Surface Preparation (Level 4) with strands in Concrete Polishing, Mechanical Preparation, Moisture Treatment, and Underlayment Systems (with optional strand in Topical Coatings) [Ref: 4299]
  • New Zealand Certificate in Timber and Composite Flooring (Level 4) with strands in Bonded Installation, and Fine Floor Sand and Finishes [Ref: 4300].

As part of the project, 41 new skill standards were developed and have been included as mandatory Conditions relating to the Qualification outcomes.  Mandatory skill standards are listed in the Conditions relating to the Qualification outcomes.

Both the qualification and skill standards were approved and listed by NZQA in November 2024. Qualifications and Assessment Standards Approvals

Current flooring unit standards

As a result of the new skill standards, 29 current flooring unit standards will either be expired and replaced with core construction skill standards. The last date of assessment for the unit standards is 31 December 2027.
