Qualifications and programme endorsements

As Waihanga Ara Rau prepares to close on 19 December 2025, applications for pre-assessment moderationconsent to assessprogramme endorsement, and micro-credential support closed on 3 October 2025.

We are currently prioritising all applications to ensure we can evaluate them as quickly as possible, given our current capacity.

Once an application has been allocated, a specialist will contact you. Due to the timeframes involved, any requests for additional information must be actioned within five working days.

Any unallocated or incomplete applications will be transitioned across to either the Construction and Specialist Trades ISB, the Infrastructure ISB, or the Electrotechnology and Information Technology ISB for evaluation in 2026.

Our role in programme endorsement

WDCs support providers through our programme endorsement function. Ohu Ahumahi, the collective of the six Workforce Development Councils (WDC), has identified shared principles that will help providers to develop programmes.

Programme support

If you are developing a programme that leads to a qualification listed on the NZQF, the Education and Training Act requires you to get the programme approved by NZQA. If you are interested in delivering a programme, you also need to be accredited as a provider of that programme.

Workforce Development Council support is now required before education providers can seek NZQA approval for micro-credentials.
